It's true, but people largely disobey rules of cleanliness and overall neighbor etiquette in NB. Some people care immensely, but that's overshadowed by the ghetto rats and students who couldn't care less about what their surroundings look like.
The way to achieve some kind of resolution is to start speaking your mind. If you see someone doing something you don't like on your block, it's important to let them know. Be indignant, but don't be critical. Let polluters know it's your block and they can't treat it like that! Bring fisticuffs if necessary.

i found the guy who owns the pit bull that never cleans up after his dog. I chased him down the street and we had a nice back-and-forth for about 50 feet. It was cool. He's not coming around anymore.
